Secretary of State for the Colonies instructs me to communicate to you any arguments which might induce the Japanese Government to refrain from further attacks on Kowloon and Canton railway, I suggest first the line represents British capital second general inconvenience to Hong Kong whose neutrality has been strictly correct (see my telegram No.24 repeating my telegram No.238 to the Secretary of State), third this neutrality is exemplified by Japanese coasting Hong Kong pursuing their lawful business amiã a million Chinese residents, fourth British rolling stock not being used for munitions, fifth munitions statistics show inconsiderable and progressively diminishing quantities, sixth: is Japanese objective (a) munitions for Shanghai and north China (b) munitions for Canton defences (c) general dislocation of legitimate neutral trade or (d) terrorism?
